Pavements 2026 Co-Chairs

Sagar Bethu, P.E., M.ASCESagar Bethu, P.E., M.ASCE

Sagar Bethu is HDR’s Aviation Leader for Maryland, Virginia, and Washington D.C., and serves as their Airfield Pavement Practice Lead. Sagar has more than 19 years of professional experience and specializes in pavement engineering, program management, and project management.

Sagar has been an active member of ASCE T&DI Airfield Pavement Committee since 2015 and also serves on technical committees at Airport Consultants Council (ACC) and American Council of Engineering Companies (ACEC).

In his role as the Chair, Sagar is looking forward to actively collaborating with the airfield engineering community to share, promote, and advance best practices and technologies that enhance the safety, sustainability, and efficiency of airfield pavements.

Jaime Hernandez, Ph.D., A.M.ASCEJaime Hernandez, Ph.D., A.M.ASCE

Jaime Hernandez has been an Assistant Professor at Marquette University since 2019. He received his Ph.D. from the Department of Civil and Environmental Engineering at the University of Illinois at Urbana-Champaign in December 2015. He holds a Bachelor’s degree in Civil Engineering from the National University of Colombia at Medellin and a Master’s degree from Ohio University. His research interests include modeling flexible and rigid pavement structures, tire-pavement interaction, the behavior of dowel bars, and pavement evaluation.

Dr. Hernandez is the secretary of the Standing Committee on Design and Rehabilitation of Asphalt Pavements of the Transportation Research Board, a member of the Technical Oversight Committee for the Wisconsin Highway Research Program, and a panel member for the National Cooperative Highway Research Program. His involvement with ASCE includes being a faculty advisor of Marquette University’s Student Chapter and Chair of Wisconsin’s Transportation and Development Institute chapter.
